— Mayor Jerry Jennings has ordered city police to fine the drivers of all illegally parked vehicles - whether they are on official business or not.

The new directive will remain in place until the police department develops a uniform placard system to identify police officers, sheriff's deputies, court personnel and district attorney's staff who need to park to go to court, Jennings said in a statement this morning.

The directive comes in response to a report in The Times Union that so-called "no fine" tickets have been issued for years to individuals who were not on official city or law enforcement business. The Albany newspapert reported that individuals received a special sticker for their windshield from the police union that resulted in them receiving "ghost tickets" from parking enforcement officers that carried no fines.

The Common Council called for an investigation into the practice at its Monday night meeting. Officials noted that city parking revenue decreased $500,000 from 2006 to 2007.
