Broadalbin-Perth school administrators OK 1-year wage freeze

— Building administrators in the Broadalbin-Perth Central School District have agreed to freeze their salaries at 2011-12 levels for next school year but will receive raises totaling 10 percent over the remainder of a five-year contract announced Friday.

The one-year freeze will save the district $16,375. The six-member unit will receive a 2.5 percent raise in each of years two through five of the contract. District officials are calling the increases “cost-of-living adjustments.”

In a prepared statement, board President Ed Szumowski praised the leadership of administrators in accepting the freeze. “At every turn, we find them leading their peers in innovation, picking up additional tasks left behind by those we’ve had to lay off in order to save money, and in sacrificing their time to ensure B-P is a success,” he said. “This leadership by example permeates the district in many positive ways. Our agreement with them not only includes a full salary freeze for the first year, it also calls for a large addition to their workloads. I’m proud to have an association with a group of professionals such as these.”

The district is awaiting word on whether teachers will accept a freeze in their wages and steps next year. The district in late February handed out layoff notices to 34 professional staff members to help close a projected $2.4 million gap in the 2012-13 budget.

If teachers accept a wage freeze, any savings would be used to restore programs eliminated or reduced when the board in mid-April adopted a $29.5 million budget that carries a 3.3 percent tax levy increase. The increase would add $414,007 to the levy, bringing the total to $12.9 million. If voters approve the budget, the median school tax bill on a home assessed at $100,000 in the district will increase $49, to $1,187, according to school officials.

District spokeswoman Michele Kelley said negotiations with teachers continue.

The members of the administrators’ bargaining unit include the district’s four building principals, the director of special programs and the assistant high school principal/athletics director, Adam Barnhart.

Superintendent Stephen Tomlinson and Business Administrator Marco Zumbolo negotiate their contracts individually with the board. Tomlinson had earlier forfeited his $4,900 raise for next year as a concession toward balancing the budget. The board is using the money to restore its Odyssey of the Mind program.
