Leave it to Mother Nature to rain on a parade. Just moments after the 18th annual Turning Point Parade got started, ominous dark clouds rolled over Schuylerville. And then it started to rain — a lot. “You can’t control mother nature,” lamented Maggie Chiperno, who was fortunate enough to have one of the drier seats underneath the tent shielding the judge’s stand.
