It turns out that if you badger insurance companies and owners enough, they will pay for the demolition of their burned-out buildings. You can not pass a law that says the city is the loss payee on "MY" insurance policy, it is illegal. Here goes King McCarthy and his merry band of liberal stooges looking for more ways to steal from the taxpayer. The first time you try to take a private individuals insurance money you would have the pants sued off you, not only by the person who is insured but also by any bank that holds the mortgage. You might want to talk to the NYS Attorney General about that bright idea.
