A 53-year-old Saratoga Springs man who has been arrested five times by city police in just over a week was charged again Sunday for allegedly violating an order of protection. James L. Flacke of Railroad Place was charged with trespass and burglary last week for allegedly remaining on the second floor of Saratoga Springs City Hall and refusing to leave when the City Court area was closed.
