A Montgomery County man is facing public lewdness charges after police say he masturbated while ogling members of a county public works crew washing down a bridge Thursday afternoon. Jeffery C. Smith, 49, of 138 Dunlap Road, was charged with two counts of misdemeanor public lewdness, according to the Montgomery County Sheriff’s Office.
