I THINK IT DEPENDS ON THE MUNICIPALITY. IF YOU PAY FOR WATER BASED ON A METER USE ALL YOU WANT IF SOMEONE ELSE HAS TO HELP PAY THEN IT SHOULD BE LIMITED
If your house is burning down because there isn't enough pressure in the hydrants, I don't think your chief concern is going to be the lushness of your lawn.
