The State should cancel the NYRA franchise and have the race tracks run by a State Agency overseen by the State Racing and Wagering Board.

If anyone else had ripped off someone for millions like the NYRA did with the $8 million held back from the bettors, it would be grand larceny. But not in the white collar world. Goes to show you how little respect they have for the hand that feeds them (the betting public). Their perception is one of gullibleness of the betting public.
