I believe the quality of the man in the position trumps his address.
If the first choice for the job resides outside the city, and his potential for success far out paces those of his competitors who live here...make the exception.

New York City changed the day its police officers were allowed to leave the city. Everyone in the department should live here. If they don't want to be here, they can feel free to looks for work elsewhere.
