There was nothing that a crowd of this magnitude could have done to prevent this damage, except not go on the dirt and grass.

The city council basically just went into conference. This happens all the time with the state Legislature, in the state Senate or Assembly, when the majority party will call for a break in the session to hold a conference meeting. In this meeting they decide how to vote on an impending issue.

What happened in the city council meeting isn't unique to a specific political party or level of government. That's not to say it is good or bad, but that it is a recurring element of our two-party system.
