Authorities on Thursday charged a Montgomery County woman with 13 misdemeanor counts of animal cruelty following an investigation that led to the discovery of one dead foal and 12 horses that police allege were neglected.
Deanna J. Larochelle, 67, of Palatine Bridge, surrendered the animals voluntarily to the Montgomery County SPCA, according to state police.
Police said the horses were thin and their coats were matted and covered with feces from their stalls not being cleaned in months. Broken windows in the barn led to the horses being exposed to the elements, and the foal is believed to have died during the sub-zero weather between Jan. 2 and 4, according to police.
