Apartments proposed for Weibel Avenue

A proposed project would bring 178 apartments — including 96 luxury ones — and commercial development to Weibel Avenue.

The developer said at a recent Planning Board meeting that he isn’t sure how much the rent would be for the luxury units in the mixed-use proposal at 60 Weibel Ave.

Dave Carr of the LA Group of Saratoga Springs presented the proposal to the Planning Board last week on behalf of applicant Landmark LLC.

The development would have 21,800 square feet of commercial space in two buildings facing Weibel Avenue. Those buildings also would house the 82 “market rate” apartments of one or two bedrooms each, 8,500 square feet or 1,100 square feet.

The luxury units would be in five apartment buildings set off of the road. Each apartment would have one parking space in a garage and one space outside.

In all, 409 indoor and outdoor parking spaces are planned for the site.

The developer isn’t considering affordable housing at this time.

“I think it comes down to costs,” Carr said.

The whole development would lie on 12.6 acres on the road’s east side across from the city transfer station and next to the Police Benevolent Association pistol range.

It’s an unlikely place for luxury apartments because of its location near the range and the transfer station, one Planning Board member noted at the meeting. It’s also well more than a mile away from downtown Saratoga Springs.

“You have a little bit of an obstacle,” Amy Durland said.

Member Laura Rappaport said traffic, already heavy on Weibel Avenue, also will be an issue.

The site is near the city’s ice rinks and the National Grid building, and people leaving from those areas already have trouble pulling out onto Weibel Avenue, Rappaport said: “I think traffic’s going to be a real consideration.”

Carr said the developers are looking to create a “grid pattern” in the development, with alleys leading to the residential units.

“Our access would primarily be from the PBA intersection, which would obviously be upgraded,” he said.

Open space in the middle of the development would be available to anyone, not just people who live and work there, he said.

Carr said the developers also are working with the Capital District Transportation Authority to get a bus stop in front of the development if it is built. It lies along an established bus route.

“They’re very interested in the project, in being involved with the planning of a stop in this location,” Carr said of the CDTA.

“That would be a great opportunity for a professional or any type of employee in the city,” he said.
