A man accused of filming up the skirt of an unsuspecting woman at a library turned himself in to police on Wednesday.
Thomas Emanatian, 49, of Watervliet, was charged with unlawful surveillance in the second degree, a felony, in connection with an incident on June 21 at the William K. Sanford Town Library at 629 Albany Shaker Road.
Police were called to the library following a complaint from a 20-year-old female who believed Emanatian was filming up her skirt from under a desk. Responding officers located the suspect and a camera, which was a feature of his cell phone.
The phone was examined by the New York State Police Forensic Lab and determined that it had been used to record images of the victim.
There are no other known cases involving Emanatian, but people who believe they have been victimized are urged to call 783-2744.
Emanatian was arraigned in Colonie Justice Court and released after posting bail. The case has been referred to the Albany County District Attorney.
