Talks between Gov. Andrew Cuomo and a state workers’ union to avoid 3,500 layoffs are continuing.

Both sides say they’re trying to make a tentative contract deal. The goal is to provide Cuomo the savings he’s budgeted and avoid statewide layoffs in the Public Employees Federation union.

Time is dwindling. The layoff notices have already been sent.

PEF has hundreds of workers in many counties. Layoffs could have a ripple effect in local economies trying to recover from recession.

This fall a tentative contract that included wage freezes and other concessions was rejected.

The package may change, but Cuomo still requires his millions in savings.
