Ex-Albany resident on marshals’ ‘15 Most Wanted’ list

A former Albany resident called a career sex offender has been added to the U.S. Marshal’s Service’s nationwide 15 Most Wanted list after he failed to report to a halfway house after his release from prison.

With the designation comes a $25,000 reward for information leading directly to his arrest.

Clyde Hall Jr., 47, is now wanted for a violation of his federal supervised release. He was freed earlier this year in North Carolina after spending 25 months in federal prison for violating a 2006 act that made it a federal offense to fail to update sex offender registry information.

In 2007, Hall was the first person in New York state to be convicted under the act formally called the Adam Walsh Child Protection and Safety Act. He then had an Albany address.

U.S. Marshals described Hall as having a violent and abusive criminal history dating back to 1985, with convictions for assault and multiple sex offenses. He is also clinically diagnosed as a sociopathic psychosexual career sex offender. He is listed in New York as a Level 3 sex offender, with the highest risk to reoffend.

Hall also admitted in federal court in 2007 that by failing to participate in mental health treatment, he violated a condition of his release from prison on child pornography charges.

On Jan. 7, 2000, he was convicted of possession of child pornography and ordered to serve 63 months in prison and three years’ supervised release. He was directed to register with the state sex offender registry agency in any state where he resided.

He failed to appear twice in January 2007 for interviews with federal probation officers and did not appear for a mental health interview. A warrant was issued for his arrest then and he was captured in February 2007 at a New Jersey truck stop.

An online wanted poster for Hall indicates he is known to be a drifter, and to frequent school grounds to watch children come and go.

Officials warned that Hall is sexually attracted primarily to adolescent girls, but has secondary interests in and an attraction to younger boys. He has admitted to sexually abusing two 10-year-old girls and forcibly raping two adult women while in his 20s.

Hall has a drooping left eye, tattoos on his left arm and shoulder and scars on his forehead, left shoulder, wrist, eyes and thigh. He is also known to wear thick-rimmed eyeglasses.
