SARATOGA SPRINGS —The city received five bids on Tuesday from national firms in response to its request for proposals (RFP) to compile a unified development ordinance (UDO).
The five bids include: Calfee Strategic Solutions for $295,000; Camiros, Ltd. for $154,040; Duncan Associates for $125,000; Clarion Associates for $279,285; and Town Planning and Urban Design’s bid is not to exceed $249,979.
The UDO will combine existing zoning ordinance and subdivision regulations, and policy and regulatory documents from the city’s Complete Streets Policy and Urban Forest Master Plan.
The city initially awarded a bid to Behan Planning and Design of Saratoga Springs in September 2015 to create a UDO. Work was expected to take one year.
When Mayor Meg Kelly took office in January, the City Council terminated the contract with the company.
Kelly said the document was 75 percent complete and the city put out an RFP in January for a company to finish Behan’s work, however, no bids were received.
Last month, the city issued a second RFP for the project and received five bids on Tuesday.
Cincinnati-based Calfee Strategic Solutions said the company would spend May through August reviewing the city’s existing regulations “to determine their consistency with the city’s land use goals and objectives.”
Camiros, Ltd. of Chicago said it seeks to create an easy to use UDO by restricting jargon, and including cross-referencing and graphics.
Chicago-based Duncan Associates said the company would work from the current UDO to create a revised version addressing city issues and solutions.
Clarion Associates said they would make the UDO more user-friendly by using formatting techniques and interactive, web-friendly computerized codes.
Town Planning and Urban Design of Franklin, Tennessee would charge the city hourly rates for its staff including principal, attorney and project manager.
Kelly said she wants the UDO to be user-friendly for city residents.
Bradley Birge, city administrator of planning and economic development, said, the city wants to choose a firm that has experience.
The city is expected to select a firm by April 27 and begin the project by May 2. The UDO is scheduled to be completed by May 3, 2019.
