
SARATOGA SPRINGS — A Spa City man was arrested Saturday after he was seen touching himself in front of three children, according to police.
Matthew S. Phillips, 29, was arrested after witnesses saw him “fondling his private parts” in his car with the passenger door open, in front of three children playing outside of a home on Waterbury Street, according to a police report.
Later that afternoon, Saratoga Springs police received a call from one of the children’s parents, who snapped a photo of a blue sedan that belonged to Phillips, police said.
Police located the vehicle and interviewed Phillips, who is now charged with the misdemeanors of public lewdness and three charges of endangering the welfare of a child.
As of Monday, police said Phillips was no longer in police custody.
Police said anyone with any information about the incident, or similar incidents, involving a blue 2013 Chevy sedan should call the Saratoga Springs Police Department, at 518-584-1800.
