Niskayuna police chief put on administrative leave

NISKAYUNA — A lieutenant in the Niskayuna Police Department has been named the temporary police chief, with the current chief placed on administrative leave for reasons that the town has not disclosed, pending an investigation.

The Town Board, at an emergency meeting Thursday afternoon, appointed Lt. Frances E. Wall as temporary chief, effective immediately, according to a brief announcement Friday from the town. She temporarily replaces Chief Dan McManus, a department veteran who has been chief since 2014.

Wall has been a member of the Niskayuna Police Department for more than 30 years, town officials said. She is a 1979 graduate of Niskayuna High School and was honorably discharged from the Marine Corps with the rank of sergeant in 1985.

In its statement, the town said that McManus has been placed on administrative leave, “pending an investigation into alleged violations of town policies by current and former members of the department.”

The alleged violations do not pertain to police brutality or excessive use of force, the statement said. The investigation will be conducted by outside counsel.

It was not explained why Deputy Police Chief Michael Stevens was not appointed as acting chief.

Town Supervisor Yasmine Syed did not respond to a request for comment beyond the prepared statement.
