Thomas L. McDermott, 53, of Wilton, was charged with first-degree aggravated harassment, a felony.

Police said McDermott used construction materials to create a small figure resembling someone of color and then hung the figure with a noose made of twine.

The incident was reported by an employee at the construction site and immediately reported to state police by an onsite supervisor, troopers said.

Police said McDermott turned himself into state police in Princetown following a two-month investigation.

McDermott is expected to appear in Rotterdam Town Court on June 14.
