State police began investigating Osbourne a year ago, after receiving a complaint from a Schenectady resident, troopers said.

The victim reported Osbourne had sold kitchen equipment to the person for a cafe they intended to open and that Osbourne failed to deliver, state police said. The cafe was not named in a release.

The victim purchased more than $19,000 in kitchen equipment from Restaurant Solutions and provided Osbourne with payment, state police said. Some of the equipment delivered was not in working order and some wasn’t delivered at all, state police said.

Osbourne was taken into custody following an interview with investigators, state police said. He was processed, arraigned and released to return to court later.
