COLONIE A Colonie man secretly recorded a woman under her skirt at the Central Avenue Target earlier this month, police said Monday.

He’s also accused of doing so in the presence of a child, who may have seen his behavior, police said.

Police Monday announced the arrest of Kevin J. Hart, 25, of Colonie. He was arrested and charged Thursday with one count of second-degree unlawful surveillance, a felony, and endangering the welfare of a child and public lewdness, misdemeanors.

The investigation began July 13, when Colonie police were made aware of an incident from the day before of a man seen acting suspiciously while inside the Target, 1440 Central Ave., police said.

A witness reported observing him acting strangely and following multiple women throughout the store for extended periods of time, police said.

After an investigation, police determined the man was, in fact, following the woman in the store and he was observed on at least one occasion using his cell phone to record/photograph under the skirt of the adult female victim, while in the presence of the young child, police said.

Police later identified the suspect and they obtained search warrants for his residence and electronic devices to recover evidence and determine if there are additional victims.

As of Monday, police had only one known unlawful surveillance victim.

Hart was arraigned and released to return to court later.
