SARATOGA SPRINGS – City officials Monday held a ground-breaking ceremony for the soon-to-be new Flat Rock Park.
The park, at 37 High Rock Ave., is to be a new community gathering space with a small outdoor amphitheater, pathway, benches and picnic tables and is next to the new City Center parking garage.
