Contractor accused of scamming multiple clients, troopers say; Arrested in Clifton Park

CLIFTON PARK – A contractor has been arrested in Clifton Park, accused of scamming multiple clients, New York State Police said Thursday.

James R. Larkin, 57, of Wolcott, Conn., was charged Thursday with five counts each of third-degree and fourth-degree grand larceny, nine counts of first-degree scheme to defraud and four counts of petit larceny, police said.

The investigation began in September as troopers received a complaint related to a business called BluView Windows in Albany, police said.

Troopers then determined that Larkin owned the business and investigators found more victims, police said.

Investigators determined that from October 2021 to July 2022 Larkin allegedly collected more than $35,000 meant to act as deposits or payments from multiple residents for contracted work, police said. Larkin, however, never started any of the work or returned the victims’ money, police said.

Larkin surrendered himself to troopers in Clifton Park. He was arraigned in Clifton Park Town Court and released to return to court later.
