Albany police arrested a 19-year-old city resident Wednesday for allegedly possessing a loaded handgun on Judson Street.
At about 5:50 p.m., police observed a man throwing litter onto the sidewalk while he was walking on Judson Street. As officers approached in order to cite him for littering in a public place, he fled and led officers on a brief foot chase.
