Body in suitcase is that of missing Troy woman

A suitcase recovered by divers in the Hudson River this week contained the remains of a Troy woman missing November and her stepfather is a suspect in her disappearance, police said Thursday.

Police identified the remains as those of 21-year-old Noel Alkaramla. Alkaramla never returned home from work Nov. 22.

Troy police received a missing person’s report the next day and have been investigating since trying to find her.

State police divers located the suitcase Wednesday afternoon in the river just south of the USS Slater.

An autopsy conducted Thursday morning at Albany Medical Center confirmed her identity. Police are not releasing her cause of death.

Police described Alkaramla’s stepfather Johnny Oquendo, 39, of Troy, as a suspect. He is being held in the Rensselaer County Jail on a parole violation.

Troy police enlisted the aid of the Federal Bureau of Investigation, as well as the state police, state Department of Correctional Services and Community Supervision and the Rensselaer County District Attorney’s Office. The Troy Fire Department also assisted in the river search.
