Niskayuna public hearings set on peddlers, parking, permit

NISKAYUNA — Niskayuna residents will get chances to speak out at the next regular meeting of the Town Board.

Board members last week voted to schedule three public hearings for their next regular meeting Feb. 25.

The hearings will address:

  • A proposed local law to amend town code affecting peddlers and solicitors in Niskayuna.

If adopted, the amendment will allow licenses issued to peddlers and solicitors by the town clerk to be revoked at any time after notice and an opportunity to be heard for any violations.

"It really deals with revocation of peddlers' permits in our town," said Councilman Bill McPartlon, who chairs the town's police and public safety committee.

"It has been brought to our attention that some peddlers and solicitors have been using some tactics that make our residents uncomfortable," McPartlon said during the meeting. "So this change in our code is going to allow us more flexibility with aggressive door-to-door salesmen and it makes it consistent with with our neighboring communities and state code."

  • The parking situation at the corner of Schwaber Drive and Balltown Road.

The town's Public Safety Committee has recommended the installation of a "no parking here to corner" sign at the intersection.

"It's been brought to our attention and we've gone over this with the Highway Department that they're parking very close to the end of Schwaber and Balltown which makes it very difficult for buses and cars to pass there," McPartlon said.

  • The application for a special use permit sought by Gail and Robert King to convert an existing multifamily residential building at 2220 Crescent Road into a mixed-use building that will allow space for Gail King's electrolysis business.

King is hoping to move her current business from Nott Street West to the nearby Crescent Road address. The plan currently is under review by the town Planning Board.

As usual, residents also will have the chance to speak out during the meeting's privilege of the floor segment.

In other matters at the board's Jan. 28 meeting:

  • Board members appointed three residents to the recently created town Architectural Review Board. The appointees are Michael Roman of Woodfield Drive, Stacy Thomas of Rankin Road and Frederick C. Bremer of Dean Street. The review board has been designed to include residents experienced in the fields of architecture and design. Roman and Bremer will serve through 2021; Thomas will serve during 2020.
  • The board established a town Records Advisory Board that will provide advice to the Town Clerk's office on records management programs, program review and changes and improvements, among other things. Appointed to the board were Town Supervisor Yasmine Syed, Deputy Town Attorney Alexis Kim, McPartlon, and Town Clerk Michelle Martinelli.
  • The board voted to establish a rental rate of $180 for all town pavilions. The rate remains unchanged from the 2019 figure.
  • Syed discussed capacity of the board's meeting room during her supervisor's report. A resident recently complained about the large crowd that filled the room during the Niskayuna Co-op food market's recent membership meeting. A Gazette reporter counted about 140 people at the meeting.

"Our Planning Board Chair, Kevin Walsh, has implemented a protocol and we will be implementing that same protocol here for Town Board meetings," Syed said. "We know that the room's occupancy is 116 people so if you do a count, we have seven special chairs up here at the top we have 75 audience chairs. If all chairs are filled, including all the ones up here, that leaves standing room for 34 individuals.

"As chair of the town Board meetings, if it becomes clear that we are over room capacity, I will hold the start of the meeting until we have no greater occupancy that 116 people," Syed added. "We're also going to hold this protocol true for any group that wishes to use the Town Board room."
